Firstly, I'd like to apologize for the inconvenience you had so far.
I would like to inform that these are not charges, these are actually verification holds that will be removed automatically, typically within 5 business days. That means all the money that was deducted during sign up will be refunded in 5 business days. Note- Deduction of verification amount does not confirms that the sign up was successful, the amount for verification will be deducted each time you'll attempt to sign up.
Before we proceed any further, I'd like to inform there is a criteria for creating a Trial / Free Tier Account.
Could you please confirm your eligibility for the Oracle Cloud Free Tier or Free Trial by verifying the following conditions: 1) We only accept Credit or Debit cards. Virtual or prepaid cards are not accepted. 2) Your billing address must exactly match the address on file with your bank. 3) Only first-time users are eligible for this offer. If you had an account earlier then it is not applicable to you. 4) Your name on the card must match the name on your bank records.

Now that you understand the conditions, please make sure that they are met and I request you to please signup again after 20 minutes from now using private/incognito mode of your browser. Try both Firefox and Chrome. Also please disable any antivirus plugin or popup extensions to your browser.
